Our leadership:

  • David Barragan

    David F. Barragan, President and CEO of Veteran Builders Insurance Agency, has over 30 years of safety experience in Strategic Risk Management. Mr. Barragan has developed and implemented a unique approach to safety and risk management and is a recognized industry leader in mitigating and controlling risk. Mr. Barragan was the West Coast Regional Safety Director for seven Marine Corps bases and stations throughout California and Arizona. He has expertise in a broad range of safety related issues and evaluates projects for both, employers and employees. In addition, Mr. Barragan was the catalyst in changing the safety culture at Marine Corp bases, which was key in reduction of mishaps and increasing safety standards. He supervised safety awareness education and training for a half-a-million military and civilian personnel. He is a certified OSH instructor and a Safety and Health Manager from the University of California San Diego. Additionally, Mr. Barragan is certified through the American Society of Safety Engineers for Managing the Business Aspects of Safety and holds a Bachelor’s of Science in Business Management with an emphasis in Human Resources Management.

  • Monica Everett

    Monica brings over 25 years of captive experience and the insurance expertise and inspiration to take construction insurance to the next level of service and performance. Monica has helped the largest corporations in the country launch a new approach to insurance and self-insurance. She currently is the president of her own consulting firm.

    Her previous captive experience was with industry giants - Kane, Artex and York. (holding senior positions in captive formation and development).
